Jeffrey F. Phelan has more than 30 years of experience in the construction and real estate development arenas. Since starting his own company, Phelan Development, in 2006, he has developed an excess of $4 billion in industrial, office and retail properties. In 2010, Phelan Development Company merged with DCT Industrial Trust, Inc., a publicly traded NYSE REIT with approximately 72 million square feet of distribution buildings across the United States. As president of DCT, Mr. Phelan’s focus was to grow the value-add, build-to-suit and development business across the company’s target markets in the United States.

During his five-year tenure as president of DCT, Mr. Phelan opened offices in Seattle, Houston, the San Francisco Bay area, Newport Beach, and Chicago and created new development standards in existing offices across the U.S. In working with the DCT teams, he orchestrated the purchase and development of approximately $1.55 billion in industrial buildings.

In January of 2016, Mr. Phelan re-launched Phelan Development Company, a privately held real estate company headquartered in Southern California. Since then, Phelan Development has expanded to the Northern California, Texas, Oregon, Salt Lake City, and Las Vegas markets.

Prior to starting his own company, Mr. Phelan was the senior operating partner of Panattoni Development Company, a commercial real estate development company specializing in industrial, office and retail projects with offices in the United States, Europe and Canada. He spearheaded Panattoni’s development operations in Southern California and managed the company’s largest regional office, with over $1.6 billion in development.

Mr. Phelan’s real estate career began in the offices of Grubb & Ellis and CB Commercial Real Estate Group in Sacramento from 1988 to 1994. Prior to that, he worked as a construction engineer for Bentley International Gold Mining Company in Liberia, West Africa.

Dave Haugen

Regional Partner | Northern California

As the Regional Partner for Phelan Development, Dave Haugen is responsible for all management, development and acquisitions for the Northern California region including the Bay Area, San Joaquin Valley and Sacramento Valley. Dave has over 30 years of real estate and construction experience.

Prior to establishing the Northern California office of Phelan Development, Dave was Senior Vice President of DCT Industrial’s Northern California region responsible for all aspects of the development, acquisition and management of its industrial properties. While in that capacity Dave opened the company’s Northern California office, bringing property management in-house, creating a vertically integrated development group while doubling the size of the company’s regional portfolio. Prior to joining DCT, Dave founded Real Estate Development Associates, a company that specialized in investing and developing industrial and office properties within California. Before founding Real Estate Development Associates, Dave was a Senior Development Manager/Orange County Regional Manager for Panattoni Development Company. While serving in these positions he oversaw all aspects of pre-development, entitlement, construction, leasing and sales on over 7.8 million square feet in over 100 buildings.

Dave received his B.S. with honors in Finance with a minor in Economics from California State University, Sacramento. He is currently a member of SIOR, the Society of Industrial and Office Realtors, and NAIOP, the Commercial Real Estate Development Association.

Justin Bennett serves as the Southwest Regional Partner for Phelan Development Company, and he is responsible for all investment activity in the region. With over 20 years of experience in the real estate sector, Justin has been directly involved in more than 5.4 million square-feet of industrial, office and flex developments and has participated in corporate transactions valued in excess of $1.0 billion.

Most recently, Justin served as a Senior Vice President with DCT Industrial Trust, Inc., which was acquired by Prologis (NYSE: PLD) on August 22, 2018. In 2010, Justin established DCT’s regional office in Houston, Texas, and he oversaw all aspects of local operations. While at DCT, Justin directly sourced and managed the development of over 2 million square-feet of industrial real estate in Houston; completed industrial acquisitions in excess of $167 million; and he grew net operating income by over 250%, establishing Houston as DCT’s third highest NOI producing market nationally.

Previously, Justin worked as a Senior Development Manager with Panattoni Development Company in Houston, Texas and in Northern California. While there, Justin was responsible for sourcing and executing industrial and suburban office developments in each respective region. In 2008, Justin relocated to Houston reestablishing Panattoni’s industrial development platform in South Texas.

Prior to joining Panattoni, Justin worked in the commercial real estate transactions group of Trainor Fairbrook as an attorney-at-law in Northern California.

Justin received a JD from the University of Pacific, McGeorge School of Law and an AB from the University of California at Davis.

Justin is a Member of the State Bar of California, and he is a licensed Broker in the State of Texas.

Justin currently serves as Past Chapter President on the Board of Directors for the Houston Chapter of NAIOP, the Commercial Real Estate Development Association. Justin also currently serves on the Board of Directors for the Houston Livestock Show and Rodeo, and he is a member of the Tejas Vaqueros.
